With a mission to bring New Zealand’s tax administration into the modern world, Inland Revenue embarked on a Business Transformation program involving their people, processes, policy and technology. They needed to have the skills to proactively support customers to get their tax right from the start, rather than reacting when things go wrong. A key challenge for the team was the need to understand the skills required to support the existing Heritage and those skills required to support the transformation process as well as the new services platform. SkillsTX (based on SFIA) provided an independent and detailed analysis of the gap between current skills and future capability. The data was used to inform strategies for Learning and Development, sourcing strategies and Organizational Design.

The Interim CIO tasked with the merger needed to understand the skills and capability of each team member to ensure that the right people were in the right roles. The SkillsTX data and analytics showed CenSus that there was a significant amount of potentially untapped capability in resources not currently using previously held skills. Often this represented experience which could be used to mentor others, or to support those working to close their own skill gaps. The resulting report identified that some SFIA skills were not fully present, facilitating an informed discussion about which skill gaps might need to be addressed based on whether they are required by the organisation.  The Assessment results given to CenSus provided a baseline to identify gaps once the future strategy and requirements were agreed

Using SFIA/SkillsTX, we have identified skills and levels of responsibility common to all of our Information Technology Department staff, and then the essential skills required for each individual job. This has helped us to identify gaps and areas for further training and improvement. Additionally, we’ve used SkillsTX to revamp our job descriptions throughout the department which has been invaluable in recruitment and retention.

Defining a meaningful Succession Plan based on skills was very hard to do. Keeping it up to date was a complicated task with people leaving and joining the IT Team. Using SkillsTX, the IT Succession Plan based on skills, is easily generated, providing a graphic view for each person that can best perform the role. And what is best, it is automatically kept up to date!

Identifying the right people with the right skills for projects used to be a real pain. It took ages and there was an element of guesswork involved which didn’t always work out. With SkillsTX it gets done with a few clicks of a mouse and the output is data-driven so it identifies the best we have every time!

Utilizing SkillsTX to map the skills of our digital and ICT workforce as well adding SFIA references to the Job Definitions and Roles needed to operate our new operating model was a key contribution to a smooth reorganization – often a challenging time for all involved. I’ve led other reorganizations in the past, and I didn’t have access to SkillsTX then but this approach with the continuing support of the SkillsTX team really made a difference. I will certainly be looking to use them again in the future. The experience and support of their Professional Services team was invaluable in delivering the outcome needed.

For us, the SkillsTX products really brings the whole SFIA framework to life. It takes SFIA from a fantastic piece of theory and turns it into a set of practical tools which can be applied in so many meaningful ways and in so many contexts. It’s hard to fully quantify all the gains, but in our last project alone we’ve seen increased employee engagement, better quality recruitment outcomes and a new level of understanding around role definition in our clients.
